The Dalit Adhikar Manch had to organize a statewide protest because, on the ground, the justice system was failing to protect Dalit families.
Even though strong anti-atrocity laws exist on paper, the everyday reality for many communities is very different. The protest was organized around three simple, direct reasons:
1. Local Police Refused to Take Action
When crimes or harassment happen, victims often go to local police stations to file an official report (FIR). Instead of taking immediate action under strict anti-atrocity laws, police often:
(I) Delay writing down complaints.
(II) Try to pressure the victims into an informal “compromise” with the offenders.
(III) File charges under weak, general rules instead of strict caste-atrocity laws.
Because victims felt the police were ignoring their pain, public protest became the only way to force the authorities to listen.
2. Low Punishment Rates (Impunity)
When perpetrators commit a crime, whether it is verbal abuse, land grabbing, or physical assault, they rarely face punishment.
Because cases drag on in courts for many years, attackers often get out on bail. They then threaten or financially pressure the victim’s family until the family gives up.
This creates a dangerous environment where abusers feel confident that nothing will happen to them, causing crime rates to keep going up.
3. Demanding Basic Protection and Support
The protest was not just about punishing criminals; it was also about survival and dignity:
(I) Safety: Demanding that the government protect families who speak up.
(II) Financial Aid: Demanding that emergency funds promised by law to survivors of violence actually reach them without long delays.
(III) Ending Social Boycotts: Stopping village-level boycotts where Dalits are cut off from jobs, land, or basic resources for asserting their rights.
Conclusion
The Dalit Adhikar Manch protested because writing laws isn’t enough. When local officials fail to enforce those laws, victims have no choice but to take to the streets to demand justice, safety, and respect.
