In August 2026, Saudi Arabia, Turkey, and Pakistan signed the Mecca Joint Defense Agreement with grand declarations. A mutual defense pact where an attack on one would be treated as an attack on all.
Donald Trump himself called it “big, bold, and important.” Commentators dubbed it the “Islamic NATO,” suggesting a new era of collective Muslim-world security, free from dependence on Washington.
The test came fast. Within weeks, Houthi missiles struck Saudi soil directly, hitting an Aramco refinery, wounding dozens of civilians, and rattling global oil markets. This was exactly the kind of moment the pact was designed for.
And the response was silence dressed up as commitment. Pakistan’s defense minister said the pact “could” become operational , a hedge, not a promise. Within days, Pakistan’s own Foreign Office contradicted him, saying no military measures were even being discussed. Turkey said even less, offering only vague nods to the pact’s importance with no specific commitment to Yemen at all. No troop movements. No air strikes. No joint command activated. Nothing but words.
The uncomfortable truth is that neither Pakistan nor Turkey has any appetite for a fight with Iran. Pakistan shares a long border with Tehran and a domestic Shia population it doesn’t want inflamed. Turkey has deep economic ties with Iran it isn’t willing to burn. Both nations signed a pact promising instant solidarity, but when solidarity was actually called for, both blinked.
An alliance is only as strong as its first real test. The Mecca pact just failed one, in full view, within a month of being signed. What’s left is a document heavy with symbolism and light on substance, proof that “attack on one, attack on all” was always easier to say in a signing ceremony than to honor on a battlefield.
The test “failed” may be premature rather than proven.
